In 2005, Stop & Shop commissioned Street-Works LLC, an urban mixed-use developer and design consultant, to create a more comprehensive plan involving both sides of Newark Street.

This first plan incorporated retail shops, housing and public spaces beyond an enlarged supermarket (albeit smaller than the previous plan). The GIANT is located above the parking area.

Other iterations followed throughout 2006 and early 2007.
